US daylight saving time changes.
Most of the country moves its clocks forward one hour on the second Sunday of March and back one hour on the first Sunday of November, at 2:00 local time. The rules are set by the Department of Transportation. Clock change dates come from the IANA time zone database.

Hawaii, most of Arizona, Puerto Rico, Guam, the US Virgin Islands, American Samoa and the Northern Mariana Islands do not change their clocks. The Navajo Nation in Arizona does.

When a federal holiday falls on a Saturday it is observed on the Friday before, and on a Sunday it moves to the Monday after. The official list is kept by the Office of Personnel Management.

How many time zones does the United States use?
The 50 states and Washington, DC use six main time zones: Eastern, Central, Mountain, Pacific, Alaska and Hawaii-Aleutian. If Puerto Rico, Guam and other territories are included, US law defines nine time zones.

Washington, DC uses Eastern Time. It is UTC-5 in winter and UTC-4 during daylight saving time, the same as New York, Atlanta and Miami.
